DesCartes – PROJECT OFFICER
DesCartes Program is looking for its new Project Officer, an instrumental role in leading DesCartes program from ideation through to completion, which requires interaction with a range of stakeholders (international, academics, companies).
COMPANY OVERVIEW
CNRS@CREATE Ltd., the first CNRS (National Centre for Scientific Research, France)’ overseas subsidiary, acts as a program operator to build and conduct large transdisciplinary research programs. It is a trans-continental hub for research with unique opportunities for high quality faculties, researchers and postgraduate/postdoctoral students.
It is located in Singapore, in the Campus for Research Excellence And Technological Enterprise (CREATE), an international research campus and innovation hub. CREATE hosts the National Research Foundation and interdisciplinary research centres from top universities.
DesCartes is the flagship program of CNRS@CREATE in Singapore and aims to develop disruptive hybrid AI to serve the smart city and enable optimized decision-making in complex situations for critical urban systems Launched in October 2021, it is an ambitious partnership involving over 30 institutions worldwide with nearly 200 participants.
DESCARTES PROGRAM
The DesCartes programme is developing a hybrid AI, combining Learning, Knowledge and Reasoning, which has good properties (need for less resources and data, security, robustness, fairness, respect for privacy, ethics), and demonstrated on industrial applications of the smart city (digital energy, monitoring of structures, air traffic control).
The program brings together 80 permanent researchers (half from France, half from Singapore), with the support of large industrial groups (Thales SG, EDF SG, ESI group, CETIM Matcor, ARIA etc.).
The research will take place mainly in Singapore, at the premises of CNRS@CREATE, with a competitive salary and generous funding for missions.

EXPERIENCE & QUALIFICATIONS
Employee Duties & Responsibilities
- Assume the role of the program’s focal point for all its stakeholders.
- Facilitate and coordinate communication between the different Work Packages of Descartes
- Set up and pilot the program Steering and Scientific committees meeting
- Organize the annual DesCartes week in October
- Be proactive in suggesting ideas for internal and outreach events, in Singapore and in France
- Oversee all incoming and outgoing project documentation
- Conduct technical demonstrations of DesCartes’ results
- Manage large and diverse teams
- Liaise with the Partners of DesCartes in Singapore, France and overseas
- Optimize and improve processes and the approach where necessary
- Ensure DesCartes meet deadlines
- Contribute to the success of DesCartes Phase 2
Skills and Knowledge
- Excellent French and English reading and writing skills
- Proficiency in French Language will be advantageous for coordination works with French counterparts (research partners and industries) and organizing events in France
- Written and verbal communication skills
- Proficient in Microsoft Office programs and communication tools (Canva, Adobe Creative Cloud…)
- Ability to multi-task and manage various project elements simultaneously
- Capacity to manage high stress situations
- Leadership skills
- Big-picture thinking and vision
- Attention to detail
- Outgoing, persistent and flexible
- Interest and curiosity in scientific and technical subjects.

Studies:

- Master’s degree in science or from an engineering school,
- Master’s degree in political science, communication or from a business or administration school
FURTHER INFORMATION & CONTACT
- Travel required: Occasionally
- Working hours: 5 days’ work week (1 day worked from home is possible)
- Contract: one year, renewable
- Gross Monthly Salary range (SGD): monthly S$5500 to S$7300 based on CV/experience
